Govcon capture here is advisory method, not a fourth practice. Half the value is the bid you talk yourself out of. The other half is writing a response that answers the evaluation criteria in the order they are written.

I read the thing properly, tell you what I think your odds are without inventing past performance, and draft the response if it is worth doing. A no-bid is a deliverable.

Same method as the rest of the practice: diagnose the operating system, map the risk or workflow, improve the procedure or digital tool, produce evidence and a usable handoff.
